Topic: on the formation of heavy SPG regiments within the Reserve of the Supreme Command

The State Committee of Defense decrees that:

  1. 16 heavy SPG regiments are to be formed according to TO&E #08/175 including 310 personnel and 12 152 mm self propelled ML-20 gun-howitzers each.
    The formation of regiments is assigned to the Commander of Artillery of the Red Army, Marshal of Artillery comrade Voronov, and the Military Council of Armoured and Mechanized Forces of the Red Army (Colonel General of the Tank Forces comrade Fedorenko and Lieutenant General of the Tank Forces comrade Biryukov). The following deadlines are set:
    1. By February 28th, 1943: 1 regiment
    2. By March 25th, 1943: 5 regiments
    3. By April 25th, 1943: 5 regiments
    4. By May 25th, 1943: 5 regiments
  2. Use personnel freed by GKO decree #2640ss issued on December 20th, 1942, to staff the regiments.
  3. Lieutenant General of Signals Forces comrade Peresypkin must allocate 112 junior commanders and 112 privates as radio operators for the heavy SPG regiments.
  4. Commander of the Armoured and Mechanized Forces of the Red Army, Colonel General of the Tank Forces comrade Fedorenko, must:
    1. Allocate the following personnel for staffing heavy SPG regiments:
      1. 15 deputy commanders for technical matters
      2. 15 senior assistants to deputy commanders for technical matters
      3. 15 assistants to deputy commanders for technical matters
      4. 15 field workshop chiefs
      5. 90 senior tank technicians
      6. 208 KV tank commanders
      7. 208 KV tank drivers
      8. 208 KV tank mechanics
    2. Retrain commanders of regiments and field artillery batteries at armoured vehicle professional development courses in order to master the knowledge of tank engines and suspensions.
  5. Military Councils of Fronts are to allocate the following personnel for staffing heavy SPG regiments:

  6. Commander of the Armoured and Mechanized Forces of the Red Army, Colonel General of the Tank Forces comrade Fedorenko, must allocate five KV tanks to professional development courses for driver training by February 15th, 1943.
  7. To train SPG crews, form an independent SPG training regiment at the Kirov factory in Chelyabinsk according to TO&E #08/181 numbering 254 permanent and 1408 temporary personnel.
  8. The Chief of the Main Automobile Directorate of the Red Army, Lieutenant General comrade Belokoskov, is to allocate vehicles to the newly forming regiments according to the following table:
    1. Staff cars: 16
    2. Armoured cars: 32
    3. GAZ-AA trucks: 240
    4. ZIS-42 halftracks: 256
    5. ZIS-5 trucks for special vehicles: 112
      Total: 656
  9. USSR Central Planning (comrade Voznesenskiy) muse allocate 20 field workshop sets to the Commander of Armoured and Mechanized Forces of the Red Army to provide field workshops.
  10. The Chief of the Fuel Directorate comrade Kormilitsin must allocate a special order of fuel for each forming heavy SPG regiment:
    1. 28,800 kg of diesel fuel
    2. 5,200 kg of 2nd grade gasoline
  11. Chiefs of NKO Main Directorates must equip the newly forming regiments with armament, equipment, and gear according to the TO&E.
